A decision was requested as to whether the agency may award a retroactive promotion and backpay to an employee who filed a grievance alleging that her promotion and reclassification were delayed in violation of the collective bargaining agreement. The agency is precluded by the Federal Personnel Manual from making the employee's reclassification date retroactively effective even though the agency's action violated the collective bargaining agreement.
