The Office of the General Counsel of the General Accounting Office prepared a booklet as a handy guide and source of information about the bid protest process. The bid protest process is an objective, independent, and impartial forum for the resolution of disputes concerning the award of contracts. Over the years it has developed a substantial body of law and a regularized procedure for consideration of these protests. In recent years GAO attorneys have noted an increase in the frequency of questions about where, when, and how to file protests, about how GAO handles the protests, and about what to expect in the way of remedies. These areas are addressed in the guide.
