GAO reviewed the Customs Service's management of and practices for collecting civil fines and penalties (CFP) debt. GAO found that Customs' gross CFP debt more than tripled from the start of fiscal year 1997 to the end of fiscal year 2000, rising from $218.1 million as of October 1, 1996, to $773.
GAO reviewed the effects of proposed legislation--H.R. 1833--on the pay of officers at the U.S. Customs Service. The proposal would amend the 1911 Act governing Customs officers' overtime and premium pay, and it would more closely align Customs differential pay with that of other federal agencies.
Pursuant to a congressional request, GAO reviewed the Department of the Treasury's fiscal year (FY) 1999 performance report and FY 2001 performance plan required by the Government Performance and Results Act of 1993.
GAO reviewed the U.S. Customs Service's Automated Commercial System (ACS) to determine if it had any weaknesses that could affect its integrity or reliability in helping Customs staff to identify and examine imports, collect duties, and supply the government with current import data.
