U.S. Postal Service: Better Use of Climate Data Could Enhance the Climate Resilience of Postal Facilities

United States Postal Service The Postmaster General should ensure that executive leaders incorporate climate information, such as available real-time climate data, in the preliminary steps of USPS's process for making facility investments, consistent with the requirements of USPS policy. (Recommendation 1)

As of September 2022, USPS told GAO that it is revising its procedures to incorporate climate information early in USPS's facility investment process and that it intends to include a step in these procedures to consider climate data. USPS anticipates completing the procedural changes and necessary staff training on the use of climate data by the end of 2022. When GAO confirms what actions USPS has implemented in response to this recommendation, GAO will provide updated information.

Federal Contracting: Actions Needed to Improve Department of Labor's Enforcement of Service Worker Wage Protections

United States Postal Service The U.S. Postmaster General, in collaboration with the Administrator of the Wage and Hour Division, should develop and implement written protocols to improve communication and collaboration between the two agencies to support SCA enforcement and implementation. In doing so, they should revisit the effectiveness of existing protocols and other methods of collaboration with the Department of Labor on SCA-related issues. (Recommendation 4)
Open – Partially Addressed

USPS agreed with this recommendation. In November 2022, the two agencies reported that they had reached and executed an agreement on a joint Memorandum of Understanding (MOU) that outlines protocols and procedures to increase collaboration and SCA compliance. The target date for implementing the MOU is December 2022. We will consider closing this recommendation when the agencies confirm that they have implemented the MOU.
