Pipeline Safety: Performance Measures Needed to Assess Recent Changes to Hazardous Liquid Pipeline Safety Regulations

Pipeline and Hazardous Materials Safety Administration The PHMSA Administrator should develop and use performance measures to assess whether the amendments made by its 2019 Rule to its hazardous liquid pipeline safety regulations are achieving their desired outcomes and contributing to PHMSA's safety goals for hazardous liquid pipelines. These measures should include targets for the expected levels of performance to be achieved and specific timeframes in which to achieve these results. (Recommendation 1)

As of August 2022, PHMSA provided GAO with an update of its activities in relation to this recommendation. These activities largely focus on steps that PHMSA has taken to date in implementing the amendments made to PHMSA's hazardous liquid pipeline safety regulations by its 2019 Rule. However, GAO has determined that PHMSA's actions do not yet address this recommendation because PHMSA has not developed and used performance measures to assess whether these amendments are achieving their desired outcomes and contributing to PHMSA's safety goals. As of March 2022, DOT officials told us that the agency's efforts to update the eight outdated LNG standards we identified are continuing. The officials said that PHMSA plans to issue a notice of public rulemaking in September 2022.
