Federal Property: GSA Guidance Needed to Help Agencies Identify Unneeded Property in Warehouses

GSA Office of the Administrator The Administrator of GSA should direct the Office of Government-wide Policy (1) to incorporate into its guidance approaches or practices that agencies could use to assess utilization of and the ongoing need for property—approaches such as recommendations for periodic justifications, data analytics, and utilization reviews—and (2) to develop a plan and timelines for communicating the guidance to agencies government-wide. (Recommendation 1)

As of April 2022, GSA officials said they had revised their asset management and inventories webpages to include more emphasis on the identification of excess based on stakeholder input. We will review these updates and continue to monitor GSA's efforts to address our recommendation.

According to the General Services Administration (GSA), it has taken several actions to address the recommendation. In June 2021, GSA reported that the FedRAMP Program Management Office (PMO), in collaboration with the National Institute of Standards and Technology, developed a common machine-readable language to automate the submission and review of security deliverables associated with authorization and continuous monitoring.
