Transit-Oriented Development: DOT Should Better Document Its Rationale for Financing Decisions and Evaluate Its Pilot Program

Federal Transit Administration The FTA Administrator should develop a plan to evaluate the implementation and performance of the pilot program for transit-oriented development planning that includes: (1) measurable program objectives, (2) a methodology to collect and analyze information to assess whether the program is meeting those objectives, (3) criteria to inform future program decisions, and (4) a means to gather feedback from grantees. (Recommendation 2)

As of January 2023, FTA stated that it concurred with this recommendation and is in the process of developing an evaluation plan for the Pilot Program for Transit Oriented Development Planning. FTA expects to complete this plan by March 31, 2023. GAO will continue to follow FTA's progress in implementing this recommendation.

Public Transportation: Identifying Lessons Learned Could Help Improve FTA's Process to Manage Safety Risks

Federal Transit Administration The Administrator of FTA should take steps to identify and document lessons learned from the camera safety concern pilot project, including a plan for implementing those lessons in the SRM process. (Recommendation 1)

FTA concurred with this recommendation and is currently reviewing the lessons learned from the first four topics evaluated under the SRM process, including the Inward- and Outward-Facing Cameras safety topic. FTA has told GAO that it will update and implement its SRM Standard Operating Procedures by June 2023. GAO will continue to monitor these efforts.

Rail Transit: Federal Transit Administration Could Improve Information on Estimating Project Costs

Federal Transit Administration The FTA administrator should ensure that FTA's cost estimating information for project sponsors is consistent with all 12 steps found in GAO's Cost Estimating and Assessment Guide and needed for developing reliable cost estimates. [Recommendation 1]

As of August 2022, FTA officials reported that they intend to address GAO's recommendation by revising and clarifying cost-estimation information in two of its project and construction management guidance documents that are made available to project sponsors. Specifically, FTA officials stated that they are revising FTA's Project and Construction Management Guidelines and its Construction Project Management Handbook to reflect changes made to FTA's Capital Investment Grants program by the FAST Act in 2016, and subsequent changes made by the Infrastructure Investment and Jobs Act in 2021

Transit Workforce Development: Improved Strategic Planning Practices Could Enhance FTA Efforts

Federal Transit Administration The FTA Administrator should determine, in collaboration with transit stakeholders, whether additional transit workforce data are needed to identify potential future occupational shortages in the transit industry and whether the benefits of this collection would outweigh the cost of gathering it. (Recommendation 1)

As of April 2022, GAO has requested additional information from FTA on its plans to issue a notice of funding opportunity to establish a technical assistance center devoted to addressing the workforce development needs of the transit industry. GAO will update the status of these plans and any additional actions as FTA takes them.

As of August 2022, FTA plans to finalize its strategic plan to address future transit workforce needs by June 2023. GAO will continue to update the status of any actions that FTA has taken to address this recommendation.

Federal Transit Administration The FTA Administrator should develop and document clearly defined performance goals and measures for its transit workforce development efforts. (Recommendation 3)

As of August 2022, FTA stated that it will enter into a cooperative agreement with a non-profit partner to develop and implement performance measures for FTA's workforce development efforts. FTA stated it will coordinate with the Department of Labor on these measures and that FTA plans to complete these actions by December 2022. GAO will update the status of any actions that FTA has taken to address this recommendation.
