GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.

Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.

As of December 7, 2021, there are 4653 open recommendations, of which 482 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Bureau of Prisons: Opportunities Exist to Better Analyze Staffing Data and Improve Employee Wellness Programs

The Director of BOP should conduct a risk assessment of its overtime and augmentation use, including identifying risks to staff, inmates, and institution security; and determining actions to respond, as appropriate. (Recommendation 3)

BOP concurred with this recommendation and has begun taking early steps to address it. In June 2021, BOP reported that it hired a contractor to assist the agency over several months to assess overtime and augmentation usage and develop an overtime calculation tool. According to BOP, this should provide them with additional tools to help the agency make informed staffing decisions, among other things. We will continue to monitor BOP's progress toward addressing this recommendation.

The Director of BOP should assess the outcomes of the staffing incentives it utilizes by developing performance measures and goals, measuring outcomes against them, and adjusting incentives, as appropriate. (Recommendation 4)

In June 2021, BOP reported that it hired a contractor to assist the agency over several months by analyzing past usage of incentives and developing recommendations on whether to adjust incentives in the future, among other things. We will continue to monitor BOP's progress toward addressing this recommendation.

The Director of BOP should develop and implement a reliable method, or amend existing methods, for calculating staffing levels at BOP institutions. (Recommendation 1)

BOP concurred with this recommendation and has begun taking early steps to address it. In June 2021, BOP reported that it hired a contractor to assist the agency in calculating staffing levels at BOP institutions. The contractor will work over several months with staff across BOP Human Resources, BOP regional offices, and BOP institutions to assess existing methods for calculating the BOP's current staffing levels and recommend improvements. We will continue to monitor BOP's progress toward addressing this recommendation.
