However, we found that the Coast Guard's current surveys do not capture employee's perspectives as organizational changes are implemented. This recommendation remains open pending Coast Guard providing evidence of its actions to modify existing surveys with added questions that monitor employee satisfaction with organizational changes.

Comments: In November 2019, GAO reported that the Coast Guard did not fully apply a leading practice for using data and evidence when it reorganized its Deployable Specialized Forces because it had not assessed its overall Specialized Forces workforce needs, as recommended by this practice. The Coast Guard, through DHS, concurred with GAO's recommendation that it conduct a comprehensive analysis of its Specialized Forces' workforce needs. In its May 2020 180-day letter response, DHS stated that the Coast Guard identified its Maritime Safety and Security Team as the highest priority Specialized Forces unit for workforce analysis and that it is scheduled to be completed by the end of fiscal year 2021 but noted that the overall completion of all five unit types is subject to available funding and is not estimated to be completed until September 20, 2025. As GAO reported in November 2019, officials from some of these units stated that they experienced periods of underutilization, while other units with the same or similar capabilities turned down operations for lack of available personnel. Without a comprehensive analysis in place, the Coast Guard does not have the assurance that it has the requisite number of personnel in the right units to conduct the required missions. GAO will continue to monitor Coast Guard actions to address this recommendation.

Recommendation: The Coast Guard should assess the extent to which unnecessary overlap or duplication exists among Deployable Specialized Forces' capabilities. (Recommendation 2)

Comments: In November 2019, GAO reported that the Coast Guard did not address potential overlap and duplication within its Specialized Forces. GAO identified some overlap among the capabilities of the different Specialized Forces units and the Coast Guard missions they support. The Coast Guard did not agree with the recommendation in its November 2019 response to GAO's draft report. At that time, DHS stated that GAO's conclusions illustrate a fundamental misunderstanding of the corresponding missions of Specialized Forces units. However, in technical comments provided in March 2020, the Coast Guard indicated that as of February 2020 it had not conducted the analysis necessary to fully identify potential overlap among the units. The Coast Guard stated that it is planning to begin analyzing the units this fiscal year. In its May 2020 180-day letter response, DHS stated that given current funding constrains and competing mission requirements, the Coast Guard could not consider conducting analyses not directly tied to improving mission outcomes. GAO continues to maintain that overlapping capabilities among units could indicate inefficiencies in how units are used as well as missed opportunities for use in others. Further, it is unclear why DHS and the Coast Guard simultaneously agreed to conduct the comprehensive workforce analyses of its Specialized Forces in the same 180-day letter (in response to recommendation #1 for this report), analyses that could inform an assessment of the extent to which unnecessary overlap and duplication exists among these units, while declining to address this recommendation. Without a comprehensive analysis in place, the Coast Guard does not have the assurance that it has the requisite number of personnel in the right units to conduct the required missions. GAO will continue to monitor Coast Guard actions to address this recommendation.

Recommendation: The Director of OMB should direct the leaders of the Leveraging Data as a Strategic Asset CAP Goal to ensure future updates to the action plan, and the resulting federal data strategy, provide additional details on improving the use of data, including performance information, more extensively within federal agencies. The action plan should identify performance goals; contributing agencies, organizations, programs, and other activities; those responsible for leading implementation within these contributors; planned actions; time frames; and means to assess progress. (Recommendation 1)

Comments: As of October 2020, the Office of Management and Budget (OMB), and contributors to the Leveraging Data as a Strategic Asset cross-agency priority (CAP) goal, have taken some actions to address this recommendation. For example, in May 2019 they released a set of recommended practices designed to support agency implementation of the federal data strategy. In particular, several of these practices relate to data-driven decision making, encouraging agencies to "champion data use," "use data to guide decision making," and "use data to increase accountability." However, as of September 2020, the action plans for the implementation of the federal data strategy, and the overall CAP goal, did not include all of the required information. For example, they did not include a means to assess progress related to efforts to improve data-driven decision making in the federal government. We will continue to monitor OMB's actions related to implementing this recommendation.

Recommendation: The Director of OMB, in coordination with the PIC, should prioritize efforts to identify and share among agencies proven practices for increasing, and challenges that hamper, the use of performance information in decision making more extensively within agencies. At a minimum, this effort should involve the agencies that our survey suggests may offer such insights. (Recommendation 2)

Comments: As of October 2020, the Office of Management and Budget (OMB) and the Performance Improvement Council (PIC) have taken some actions towards addressing this recommendation. For example, in 2018 and 2019, the PIC hosted a series of workshops focused on relevant topics, such as how agency staff can develop performance measures and analyze data, and how data-driven reviews are used across the federal government. However, as of October 2020, they had not yet undertaken efforts to directly address the recommendation. They have not engaged the agencies highlighted by our survey results to identify proven practices that would increase, or challenges that are hampering, data-driven decision making within agencies. We will continue to monitor actions related to implementing this recommendation.

Recommendation: To improve the consistency and completeness of Amtrak's financial reporting and to provide Congress with accurate information to make funding decisions, the President of Amtrak should ensure that Amtrak's depreciation expenses are appropriately allocated to its lines of business once the underlying capital asset data are determined reliable.

Comments: As of April 2020, Amtrak had not allocated its depreciation costs to its lines of business, as we recommended. In 2019, Amtrak stated that federal law required Amtrak to allocate and report its capital spending by line of business. Amtrak further stated that depreciation expense is a good proxy for capital spending and that the changed reporting requirements eliminated the need to report depreciation by line of business. In addition, although Amtrak's external auditor did not find any material weaknesses or significant deficiencies in Amtrak's fiscal year 2019 audited financial statement-the most recent available-those statements do not allocate Amtrak's depreciation costs to its various business lines. We will update this recommendation's status with any new information from Amtrak.

Recommendation: In addition, to better inform congressional decision making regarding the funding of Northeast Corridor infrastructure improvements, the Northeast Corridor Commission should work with its members to establish criteria for its members to use in selecting and prioritizing capital projects to be included in future editions of its 5-year capital plan.

Comments: As of April 2020, the Northeast Corridor (NEC) Commission and its members had yet to establish criteria for selecting and prioritizing capital projects in its 5-year capital plan. The Commission staff told GAO that it had developed potential criteria for selecting projects for both regional and NEC-wide priorities to be included the Northeast Corridor Capital Investment Plan, Fiscal Years 2020 - 2024, published in April 2019 and updated in December 2019. However, those potential criteria were not formally adopted by the Commission members. Specifically, the Commission's proposed criteria for selecting NEC-wide priorities included projects that would prevent the potential severing of the Northeast Corridor and advance state-of-good repair. Proposed criteria for regional priorities included projects that would increase train capacity and improve passenger access to rail services. While the proposed criteria were not used to select or prioritize projects in the Capital Investment Plan, Fiscal Years 2020 - 2024, the plan presented the proposed criteria as "benefits" for the projects in that plan. While this information may be helpful to stakeholders in understanding some of the rationale for the inclusion of projects in the plan, it does not demonstrate that the Commission and its members have established formal criteria for selecting and prioritizing projects, as GAO recommended. GAO will continue to monitor the Commission's progress in addressing this recommendation.

Recommendation: To improve Interior's oversight of offshore oil and gas activities in the Gulf of Mexico, the Secretary of the Interior should enhance Interior's capacity for identifying and evaluating offshore oil and gas drilling operations according to risk, thereby allowing it to adjust and evaluate its oversight accordingly by (1) identifying and systematically collecting and maintaining reliable data on risk factors associated with drilling operations, (2) providing operators with clear definitions for significant events in the weekly well activity reports and developing a way to characterize and record these events systematically and reliably, and (3) using the risk factors and significant events data to develop a risk-based approach with clear criteria to prospectively evaluate and categorize drilling operations according to risk and retrospectively to evaluate the performance of oversight and risk mitigation activities in avoiding significant events.

Priority recommendation

Comments: Interior has taken steps to identify and evaluate drilling risks, and its work is ongoing. For example, according to BSEE officials, BSEE's SafeOCS program is one effort through which data is collected on risk factors associated with drilling. BSEE expanded the SafeOCS program in 2016 to include required reporting of well control equipment and barrier failure incidents. Additionally, in 2017, BSEE completed two retrospective analyses of factors associating with risk, however, according to BSEE officials, both analyses were limited by the quality of the data. In December 2019, Interior officials stated that the Gulf of Mexico Region's Office of District Operations Support (DOS) has been developing an approach to apply a secondary review to drilling permits deemed to be "high risk." According to these officials, this secondary review will be performed by pre-selected subject matter experts, identified because of their experience with certain aspects of drilling operations. To determine what drilling permits should receive a secondary review, DOS explored a variety of approaches before settling on a two-prong method. Because efforts remain ongoing, it is too soon to assess the extent to which these efforts will be successful. Until such policies are fully implemented and shown to be effective, Interior may not be able to adjust and evaluate its oversight--including inspections--in a cost-effective manner.
