Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations.
Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.
As of October 25, 2020, there are 4812 open recommendations, of which 473 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Recommendation: The Secretary of the Army should direct the Commanding General of Army Futures Command, in coordination with relevant Army entities, to establish command-wide performance measures and develop a plan to use these measures to systematically assess the effectiveness of small business engagement in support of research and development. (Recommendation 3)
Agency: Department of Defense: Department of the Army Status: Open
Comments: In fiscal year 2020, AFC developed both short-term and long-term performance measures to capture and monitor information on small business engagements across the command, but are still developing a database to systematically track the progression of engagements and outcomes. Officials expect to establish a database by fiscal year 2021.
Recommendation: The Director of the Office of Investment and Innovation within SBA should work with participating agencies to implement the Commercialization Benchmark or, if that is not feasible, revise the benchmark so that it can be implemented (Recommendation 2).
Agency: Small Business Administration Status: Open
Comments: SBA agreed with the recommendation. As of January 2020, SBA officials said they plan to continue working with participating agencies to determine a feasible way to implement the Commercialization Benchmark. According to SBA officials, SBA is leading an interagency Commercialization Working Group with participating agency officials and has implemented a commercialization reporting tool on the SBIR.gov site. Agency officials participating in the interagency working group have identified challenges with a single model for the benchmark and are working to resolve the issues.
