Recommendations Database

GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.

Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.

As of October 25, 2020, there are 4812 open recommendations, of which 473 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Recommendation: To ensure that up-to-date data are available on the road damages imposed by all vehicles types compared with the revenues each contributes to the Highway Trust Fund, the Secretary of Transportation should direct the FHWA Administrator to revise and publish the agency's Highway Cost Allocation Study and update it periodically as warranted.

Comments: As of April 2020, FHWA stated it does not plan to revise and publish the agency's Highway Cost Allocation Study because of the cost of doing so and the uncertainty about whether and how it would be used. GAO continues to believe that up to date information on the cost of road damage imposed by all vehicle types compared with the revenues contributed by those vehicles to the Highway Trust Fund is needed to help determine whether user fees are sufficient to cover damage costs. Moreover, Congress and the administration need to agree on a long-term sustainable plan for balancing spending from and revenues to the Highway Trust Fund and, for this reason, funding surface transportation is on GAO's High Risk List. GAO will continue to monitor any efforts by DOT and FHWA to respond to our recommendation.

Recommendation: In order to maintain progress in maximizing the efficiency of existing data sources, and to improve the broader efficiency of the federal statistical system and improve communication among agencies and others, the Director of OMB, in consultation with the Chief Statistician, should work with the ICSP, when OMB next updates guidance on agency survey and statistical information collection and dissemination methods, to include additional details on actions agencies can take to meet requirements to identify duplication, to consult with persons outside of the agency, and address other requirements as appropriate.

Comments: In March 2020, OMB staff reported that Federal Committee on Statistical Methodology has been developing two new products, featured in the Federal Data Strategy 2020 Action Plan, that they believe will be responsive to this recommendation when completed. They are (1) an update to Statistical Working Paper 22 on statistical disclosure limitation methodology, and (2) guidance on measuring and reporting data quality.
Recommendation: In order to maintain progress in maximizing the efficiency of existing data sources, and to improve the broader efficiency of the federal statistical system and improve communication among agencies and others, the Director of OMB, in consultation with the Chief Statistician, should work with the ICSP to create new methods or enhance existing methods to improve the dissemination of information and resources produced by interagency statistical committees. For example, such enhancements could include increasing the timeliness and availability of information on websites to better capture the full range of products and identify committee priorities.

Recommendation: In order to maintain progress in maximizing the efficiency of existing data sources, and to increase the reliability of the information presented on the Reginfo.gov website and in OMB's internal system, the Director of OMB, in consultation with the Chief Statistician, should work with the ICSP to implement quality-control procedures designed to identify and remedy any differences between cost and burden information provided on the website and in the related supporting statement documentation that underlies this information.

Comments: OMB staff reported that because it publishes cost and burden information in Federal Register notices, PRA statements, and on RegInfo.gov, the public is able to identify discrepancies and bring them to OMB's attention. We believe that the responsibility to identify these discrepancies should belong to OMB and not the public.
