Recommendation: The Postmaster General should direct executive leaders to develop guidance for cost savings estimates related to employee compensation specifying that analysis used to calculate estimates should, to the extent possible, include significant factors, such as work hours, tenure, and turnover. (Recommendation 1)

Comments: USPS accepted this recommendation and said, in July 2020, that it was developing internal guidance for cost savings estimates to ensure appropriate factors are considered when evaluating changes to employee compensation. USPS estimates that this guidance will be complete by October 31, 2020.
Recommendation: To manage the mail program more effectively, the Secretary of Veterans Affairs should update VA Directive 6340 to incorporate agency-wide goals and performance measures for mail operations.

Comments: The VA Enterprise Mail Management Program Office revised Directive and Handbook 6340 "Mail Management" to include agency-wide goals and performance measures for mail operations and provided GAO draft versions of both documents in March 2020 that are currently under administration review. According to VA officials, final publication of the revised Directive and Handbook 6340 is estimated to be completed between September and December 2020. GAO will continue to monitor VA's progress in implementing this recommendation.
Recommendation: To address USPS's financial viability in the short term, Congress may wish to consider providing financial relief to USPS, including modifying its retiree health benefit cost structure in a fiscally responsible manner. Congress may also wish to consider any and all options available to reduce USPS costs, including revising the statutory framework for collective bargaining to ensure that binding arbitration takes its financial condition into account. At the same time, to facilitate making progress in difficult areas, Congress may wish to consider establishing (1) a panel of independent experts, similar to a BRAC-like commission, to coordinate with USPS and stakeholders to develop a package of proposed legislative and operational changes needed to reduce costs and address challenges to USPS's business model and (2) procedures for the review and approval of these proposals by the President and Congress. These proposals could focus on adapting delivery and retail services to declining mail volumes; making postal operations, networks, and workforce more cost-efficient; and generating new revenue.
