Recommendations Database

GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.

Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.

As of October 25, 2020, there are 4812 open recommendations, of which 473 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Recommendation: The NMFS Assistant Administrator for Fisheries should work with the South Atlantic and Gulf of Mexico councils, and other councils as appropriate, to develop documented processes for conducting allocation reviews. (Recommendation 1)

Comments: Commerce and NOAA agreed with this recommendation and stated that NOAA's NMFS will work to implement it to the extent possible. We will continue to monitor NMFS' efforts to do so.
Recommendation: The NMFS Assistant Administrator for Fisheries should work with the South Atlantic and Gulf of Mexico councils, and other councils as appropriate, to specify how the councils will document their allocation reviews, including the basis for their allocation decisions, whether fishery management plan objectives are being met, and what factors were considered in the reviews. (Recommendation 2)

Recommendation: The National Oceanic and Atmospheric Administration Administrator should fully develop and implement a mechanism to ensure researcher compliance with the public access plan and associated requirements. (Recommendation 27)

Comments: The Department of Commerce agreed with this recommendation and the National Oceanic and Atmospheric Administration indicated it was pursuing multiple mechanisms to implement it. When we confirm what actions the agency has taken in response to this recommendation, we will provide updated information.
Recommendation: As the Subcommittee on Open Science moves forward, the National Oceanic and Atmospheric Administration co-chair, in coordination with other co-chairs and participating agencies, should take steps to fully implement leading practices that enhance and sustain collaboration. (Recommendation 36)

Comments: NOAA concurred with GAO's November 2019 recommendation, noting that NOAA would work with the subcommittee to identify more opportunities for collaboration to promote access to research results. In March 2020, the Office of Science and Technology Policy provided information on steps the subcommittee has taken to address issues associated with public access to federally funded research results, including certain areas GAO identified as presenting challenges to public access plan implementation in the November 2019 report. GAO will collect and evaluate additional information to determine the extent to which these steps incorporate leading practices for interagency collaboration GAO has identified. By taking steps to fully implement the relevant leading practices we have identified, the subcommittee and its member agencies could better marshal their collective efforts to address common public access plan implementation challenges that agency officials and stakeholders identified.

Recommendation: The NOAA Administrator, in coordination with interagency committee member agencies, should establish a time frame for documenting the committee's membership process. (Recommendation 1)

Comments: In February 2020, NOAA stated that its Administrator, in consultation with interagency committee member agencies, will determine criteria and other factors for evaluating federal agency interest and will formalize and document the interagency committee's membership process. NOAA anticipates documenting the process in the committee's charter by August 31, 2020.
Recommendation: The NOAA Administrator, in coordination with interagency committee member agencies, should clarify what is meant by "senior official" in the Marine Debris Act, such as through revisions to its charter. (Recommendation 2)

Agency: Department of Commerce: National Oceanic and Atmospheric Administration
Status: Open

Comments: In February 2020, NOAA stated that the agency, in coordination with interagency committee member agencies, will define the term "senior official" so that it can be consistently applied across all member agencies. NOAA stated it will consider seniority requirements of similar advisory committees and the ability to make decisions on behalf of an agency, among other factors, when developing the definition. NOAA plans to include the definition in the committee's charter by August 31, 2020.

Recommendation: The NOAA Administrator should develop mechanisms to regularly monitor and evaluate implementation of the agency's scientific integrity policy, including mechanisms to remediate identified deficiencies and make improvements where necessary. (Recommendation 7)

Comments: In Commerce's written comments, NOAA stated that it will identify additional metrics for monitoring and evaluating its policy. As of October 2020, we have requested an update from the agency but have not yet received information to evaluate implementation of this recommendation.
