GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.
Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.
As of October 25, 2020, there are 4812 open recommendations, of which 473 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Comments: GSA has taken steps to address this recommendation. GSA revised certain data elements' definitions in 2020 and incorporated them into the 2020 FRPP data dictionary to enhance the accuracy and completeness of the data reported to FRPP. In addition, the Federal Real Property Council established a data governance working group that meets regularly to address challenges to reliable and complete data in the FRPP. In September 2020, that group committed to developing an action plan to outline the steps to improve the location information in FRPP that we identified in February 2020. If these efforts succeed, GAO will close this recommendation as implemented.

The Federal Real Property Council established a data governance working group that meets regularly to address challenges to reliable and complete data in the FRPP. In September 2020, GSA described step that the working group has taken to make V&V anomaly categories better target incorrect data. GSA is currently assessing these actions.

Comments: In April 2020, GAO staff met with GSA and Interagency Security Committee officials. The officials explained that they had had discussions to determine what installations would be considered secure installations and were considering what changes to make to the data. GAO will continue to monitor their actions. In September 2020, GSA confirmed that the Federal Real Property Council was working on the issue.

Comments: As of April 2020, GSA indicated in its 180-day letter that it had published on its website draft guidance in response to the Federal Personal Property Management Act of 2018. In addition, GSA identified several actions it planned to take in the coming months, such as publishing a comprehensive plan and timelines to address GAO's recommendation, publishing a request for information in the Federal Register to seek comments and suggestions, and engaging additional subject matter experts and related associations and standards group to improve upon the draft guidance. GAO will continue to monitor GSA's efforts to implement this recommendation.

Comments: GSA concurred with this recommendation and has developed an action plan to implement it. In January 2020, GSA officials told us that GSA will change the method for calculating the average cost per square foot performance measure by now using the actual rent agencies paid to GSA in the calculation. GSA officials also stated that GSA will post this information annually to performance.gov. We will continue to monitor GSA's implementation of these efforts.

Comments: DOD concurred with the recommendation. In August 2019, DOD told us that draft language reinforcing and clarifying the requirement that all weapon system programs - including legacy weapon systems - have a current Life Cycle Sustainment Plan that is updated every five years had been drafted and submitted as part of the internal DOD coordination process for an update to DOD Instruction 5000.02. DOD estimates that the DOD Instruction 5000.02 will be updated by December 2019.

Comments: In September 2017, CBP concurred with our recommendation and stated that it will use the Capability Gap Analysis Process to validate its access and mobility requirements on a national level. The national priorities will be determined through requirements planning at Border Patrol stations. CBP noted that it will outline the process and criteria for making decisions on funding for non-owned operational requirements and communicate this process to Border Patrol sectors. In November 2018, CBP reported that Border Patrol developed a prioritization process related to the order of wall deployments, which will be tailored to use in determining the priority order for road investments. According to CBP, priority order is to be determined based on the analysis of quantitative and qualitative data and the operational expertise of Border Patrol station, sector and national level leadership. The process was developed by USBP's Operational Requirements Management Division, communicated to southern border sectors, and executed to establish the priority deployment order of fiscal year 2018 new road requirements. Once the prioritization process has been refined, it will be expanded to also include the maintenance and repair on existing roads. In October 2019, CBP reported that it continues to work on enhancing the existing prioritization strategy, which includes exploring implementation of a new prioritization modeling tool and methodology. Discussions on how and if the model will be effective as a prioritization tool have been delayed due to several other internal priorities and external disruptions. Therefore, and based on leadership guidance, the prioritization strategy and methodology will be delayed. CBP officials reported in June 2020 that Border Patrol's Strategic Planning and Analysis Directorate Operational Requirements Management Division personnel will conduct data calls over the upcoming weeks with Tactical Infrastructure subject matter experts from the sectors and stations to validate existing road requirements and initiate the data collection for the prioritization process. Once the process is formalized, we will determine whether CBP's efforts fully address the intent of this recommendation.

Comments: In September 2018, NOAA reported that it had awarded a contract to assess hydrographic surveying needs and had drafted a Memorandum of Agreement to improve coordination with the U.S. Geological Survey on data acquisition and management. NOAA also reported that it planned to identify surveying tasks that could be accomplished using the private sector, and would take steps to improve the funding transfer process so that it could take advantage of Federal Emergency Management Agency and National Transportation Safety Board funds available for certain types of private sector survey activities. NOAA officials stated these tasks would be completed and a final strategy on working with the private sector issued by December 30, 2020.

Comments: FAA did not concur with this recommendation. In July 2019, GAO confirmed that FAA does not plan to implement the recommendation because the agency continues to believe the subjective nature of volume of work makes it an ineffective risk indicator. However, the agency monitors many factors as primary risk indicators at repair stations. Many of these risk indicators are associated with important aspects of work volume such as high workforce turnover; changes in management; rapid growth or downsizing; changes in aircraft complexity/programs; financial conditions; age of fleet and increases in aircraft discrepancies. FAA considers these factors and the criticality of a specific maintenance action on an aircraft to be the most important risk indicators.

Comments: In July 2019, GAO confirmed that FAA plans to develop overall program goals and metrics as part of the next implementation phase of its new Safety Assurance System. These metrics are expected to be fully developed based on the final design of the new system and the program requirements identified. Final system testing and deployment into production for the Safety Assurance System is expected to be completed by February 2021, with final implementation scheduled to be completed by May 2022. Additionally, prior to deploying the system, FAA plans to provide training courses to the aviation safety workforce who will be using the new system, and plans to issue new policy documentation in June 2020 that will be used to provide additional guidance to that workforce on properly using the system.

Comments: DOD concurred with this recommendation. In August 2015, the Navy reported that it had approved and implemented revised optimized fleet response plan schedules for all ships homeported overseas-six different operational schedules for various naval forces homeported in different overseas locations. We closed the recommendation as implemented in 2015. In 2017, the Navy suffered four significant mishaps at sea resulting in serious damage to its ships and the loss of 17 sailors. Three of the four ships involved were homeported in Japan. The resulting Navy investigations revealed that due to heavy operational demands, the Navy had not fully implemented the revised operational schedules it developed in 2015 for ships based in Japan. In light of this information, GAO re-opened this recommendation. As of February 2020, the Navy had developed a change to the operational schedule for ships homeported in Japan, but has not yet codified this change in Navy guidance. The Navy also established Commander, Naval Surface Group, Western Pacific (CNSGWP) to oversee surface ship maintenance, training, and certification for ships based in Japan. Due to continuing heavy operational demands, GAO will continue to monitor the Navy's adherence to the revised schedules before it closes this recommendation as implemented.
