Recommendation: To address obsolete IT investments in need of modernization or replacement, the Secretaries of Agriculture, Commerce, Defense, Energy, Health and Human Services, Homeland Security, State, the Treasury, Transportation, and Veterans Affairs; the Attorney General; and the Commissioner of Social Security should direct their respective agency CIOs to identify and plan to modernize or replace legacy systems as needed and consistent with OMB's draft guidance, including time frames, activities to be performed, and functions to be replaced or enhanced.
Agency: Department of Energy Status: Open Priority recommendation
Comments: The department partially agreed with the recommendation. Specifically, Energy agreed to take steps to modernize its legacy IT systems, as needed and as was available. Because OMB had not yet issued its final guidance on modernizing legacy IT systems, Energy stated that it could not concur with that part of the recommendation. While OMB has not yet issued its guidance on legacy systems, the Report to the President on IT Modernization include similar requirements. As such, we continue to believe that agencies should implement our recommendation and identify and plan to replace or modernize legacy systems, to include time frames, activities to be performed, and functions to be replaced or enhanced. In November 2018, the department stated that it had submitted a proposal to the Technology Management Fund to consolidate email systems. The email consolidation is a component of a larger strategy that is to account for other hardware, software, and applications once further funding is made available. In an June 2019 update, the agency stated that its CIO for Architecture, Engineering, and Technology and Innovation has initiated a memorandum to document the current state, future stated, and a three-year technology roadmap. The draft memorandum addresses IT asset management, including legacy IT, among other things. As of December 2018, the department expected this to be completed by March 1, 2020. To fully address the recommendation, Energy should establish a documented plan to modernize or replace its legacy systems in need of modernization. This plan should include time frames, activities to be performed, and functions to be replaced or enhanced.
Recommendation: To establish an enterprise-wide view of cost savings and operational efficiencies generated by investments and governance processes, the Secretary of Housing and Urban Development should direct the Deputy Secretary and Chief Information Officer to place a higher priority on identifying governance-related cost savings and efficiencies and establish and institutionalize a process for identifying and tracking comprehensive, high-quality data on savings and efficiencies resulting from IT investments and the IT governance process.
Agency: Department of Housing and Urban Development Status: Open Priority recommendation
Comments: The department has taken steps to address this recommendation. Specifically, in April 2016, HUD provided examples of cost savings that the department had identified by "scrubbing" existing contracts during the budget formulation process, along with copies of a template that it designed and used to help identify such savings. In May 2018, department officials provided a demonstration of the HUD PLUS tool, including screens staff could use to report cost savings and avoidances related to specific projects--although they reported that HUD was not yet using that functionality. In April 2019, OCIO reported that HUD was updating its governance process and charters to ensure that executive-level decision making will be clearly defined. OCIO also reported an intent to implement Technology Business Management to, among other things, improve and expand the tracking of investments. HUD expects these two efforts to facilitate better tracking of the savings and efficiencies resulting from IT decisions. The department has not yet provided evidence that it has established guidance supporting a repeatable process for tracking enterprise-wide IT related cost savings and operational efficiencies, including those related to HUD's governance decisions.
