GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.
Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.
As of October 25, 2020, there are 4812 open recommendations, of which 473 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Comments: As of March 2020, DOE indicated in its 180-day letter that the agency concurred with the recommendation, and will update their annual personal property reporting requirements. DOE anticipates having this recommendation implemented by September 30, 2020. GAO will continue to monitor DOE's efforts to implement this recommendation.

Comments: As of February 2020, DOL indicated in its 180-day letter that they concurred with the recommendation, and have taken steps to improve the monitoring and oversight of Job Corps Property. This includes modifying the GSAXcess approval process by elevating review of all GSAXcess requests made by Job Corps Centers to DOL's Employment Training Administration's (ETA) national office. ETA is also working with DOL's Office of the Assistant Secretary for Administration and Management (OASAM) to develop a process for GSAXcess review that includes identifying approval levels for each category of property, identifying categories of property requiring additional review and approvals, and coordinating and streamlining access request procedures. These changes will be reflected in DOL's Office of Job Corps standard operating procedures (SOP), which is expected to be issued at the end of fiscal year 2020. DOL expects to provide training to Job Corps staff and Job Corps Centers in support of the SOP that will be provided annually. GAO will continue to monitor DOL's efforts to implement this recommendation.

Comments: As of March 2020, DOE indicated in its 180-day letter that the agency concurred with the recommendation, and will update internal policies, and provide personal property information on DOE's internal informational website known as Powerpedia. DOE anticipates implementing this recommendation by September 30, 2020. GAO will continue to monitor DOE's efforts to implement this recommendation.

Comments: As of February 2020, GSA indicated in its 180-day letter that it concurred with the recommendation, and has taken steps to revise the Personal Property Reporting Tool (tool). GSA has added relevant authorities to the tool as recently as July 2019, and will continue to contact agencies to ensure relevant authorities are included in the tool. GSA is also evaluating technical updates to the tool to ensure that reporting agencies select an appropriate authority when reporting personal property. GSA plans to complete these actions by July 31, 2020, and inform agencies of these changes in their guidance by the end of fiscal year 2020. GAO will continue to monitor GSA's efforts to implement the recommendation.

Comments: As of February 2020, GSA indicated in its 180-day letter that it concurred with the recommendation. GSA will better communicate with agencies to better understand the confusion of reporting on loaned excess property, as reporting requirements are in statute, regulations, and guidance. GSA also plans to review and update by July 31, 2020, relevant regulations and guidance in this area including Federal Management Regulation Bulletin B-27, "Annual Executive Agency Reports on Excess and Exchange/Sale Personal Property." GAO will continue to monitor GSA's efforts to implement this recommendation.

Agency: Department of Homeland Security

Comments: In providing comments on this report, DHS concurred with our recommendation and stated that it planned to initiate a study to assess how to better align its processes for technical reviews and acquisition decisions. Upon completion of the study, DHS updated its acquisition policy instruction in May 2019, which adjusted the acquisition life cycle. Specifically, the updated instruction requires programs to conduct key technical reviews--including a preliminary design review--prior to establishing the program's Acquisition Program Baseline. As of July 2020, DHS was in the process of updating the related policies and guidance for its Systems Engineering Life Cycle, which govern the department's technical reviews. GAO will review these policies and guidance once complete to confirm alignment with the changes made to the acquisition management instruction and will monitor DHS's implementation of its new acquisition life cycle to ensure the department's actions meet the intent of this recommendation.

Comments: The department agreed with the recommendation and stated that it plans to fully implement it. In October 2019 (in GAO-20-129), we reported the results of our evaluation of the department's progress in implementing the eight IT workforce planning activities. Specifically, we reported that the department had substantially implemented the activity to develop competency and staffing requirements, minimally or partially implemented four activities, and not implemented the remaining three activities. In July 2020, the department provided a summary of actions it claimed it had taken to close the recommendation. The department also provided supporting documentation. We are reviewing the documentation to determine whether it fully addresses the recommendation.

Comments: The department agreed with the recommendation and stated that it plans to fully implement it. In October 2019 (in GAO-20-129), we reported the results of our evaluation of the department's progress in implementing the eight IT workforce planning activities. Specifically, we reported that the department had fully implemented the activity to develop competency and staffing requirements, but had not yet fully implemented the remaining seven activities, including developing a workforce planning process. In January 2020, the department stated that its Office of the Chief Information Officer and Office of Human Resource Management had established a workgroup to lead and conduct workforce planning activities, and had defined the strategic goals and objectives for the department's IT workforce. The department also stated that the workgroup was planning on subsequently completing additional activities, including completing a workforce analysis with a competency gap assessment, by the end of calendar year 2020, and developing strategies to address any identified gaps by the end of 2021. We will continue to monitor the department's efforts to implement our recommendation.

In January 2020, the department stated that its Office of the Chief Human Capital Officer and Office of the Chief Information Officer would be presenting a decision paper to the Human Capital Advisory Council that month to request approval and resources to complete an IT Competency Framework, conduct a competency assessment, and conduct a department-wide workforce planning study for the 2210 (IT management) occupation. We will continue to monitor the department's efforts to implement our recommendation.

Comments: The Department of Homeland Security (DHS) concurred with this recommendation and stated in their comments that the U.S. Coast Guard and the DHS Chief Financial Officer will develop a plan to address this recommendation by September 30, 2015, then work together to fully implement the plan. DHS estimated it would complete this effort March 31, 2016. However, the USCG encountered technical challenges during this process and was unable to implement the plan by that time. The U.S. Coast Guard has revised the estimated completion date and now anticipates it will be able to address this recommendation in fiscal year 2022. GAO will continue to assess the updated APBs as a part of its annual review of select DHS major acquisition programs to determine whether the department has addressed the recommendation.

Comments: In providing comments on this report, OMB generally concurred with this recommendation. The FAR Council members issued a timetable in Spring 2020 for the proposed regulatory changes to address the use of reverse auctions in response to GAO's recommendations and 2015 guidance released by the Office of Federal Procurement Policy (OFPP). The notice of proposed rulemaking was planned for August 2020. As of August 10, 2020, the notice of proposed rulemaking had not been published. OMB officials did not provide a revised date when they planned to publish the notice.
