Recommendations Database

GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.

Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.

As of October 25, 2020, there are 4812 open recommendations, of which 473 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Commissaries and Exchanges: DOD and Congress Need More Reliable Information on Expected Savings and Costs of Consolidating the Defense Resale Organizations

Recommendation: The Secretary of Defense should ensure that the DOD Chief Management Officer direct the task force, in consultation with the resale organizations, to reassess its methodology for estimating IT costs of consolidation, and make any necessary adjustments to its range of IT cost estimates and provide that updated information to Congress. (Recommendation 2)

Comments: DOD concurred with this recommendation. In August 2020, DOD stated that it had intended to convene an IT working group to reassess the methodology and begin detailed IT consolidation planning, but the COVID-19 pandemic delayed this plan. DOD also said that the working group will form as soon as conditions allow and estimated that the working group will complete its work by October 31, 2020. When we confirm what actions the agency has taken in response to this recommendation, we will provide updated information.
Recommendation: The Secretary of Defense should ensure that the DOD Chief Management Officer provide additional written information to Congress on the comments and concerns from the military departments and resale organizations on the task force's November 2018 business case analysis, as well as the task force's response to those comments and concerns. (Recommendation 4)

Comments: DOD did not concur with this recommendation. In its written comments on our report, DOD stated that all the submitted comments were considered in the department's decision-making process; that all of the military department secretariats agreed with above-store consolidation, despite their comments on the business case analysis; and that the military department comments regarding the business case analysis were shared with congressional committee professional staff, even though the comments were not included in DOD's report to Congress so as to protect the department's deliberative process. In an August 2020 memorandum to GAO, DOD provided similar comments, stating that it considered all comments in its decision-making process and did not attach the comments to its report to Congress in order to protect DOD's internal deliberations. If DOD takes action to respond to this recommendation, we will provide updated information.
Army Corps of Engineers: Evaluations of Flood Risk Management Projects Could Benefit from Increased Transparency

Recommendation: The Assistant Secretary of the Army for Civil Works should direct the Chief of Engineers and the Commanding General of the U.S. Army Corps of Engineers to strengthen the Corps' internal review process for feasibility studies by including steps to ensure consistency with best practices for transparency, such as verifying that all of the important assumptions and limitations in models and their implications for the economic analysis are consistently, clearly, and fully described. (Recommendation 1)

Comments: In its letter dated January 14, 2020, the Department of Defense concurred with GAO's recommendation and provided a corrective action plan in response to the recommendation. According to the corrective action plan, the Corps estimates that guidance will be issued to ensure that Corps reports adequately describe and justify the models, analytical choices, assumptions, and data used such that it is consistent with best practices by December 31, 2020.

Recommendation: The appropriate entities within the Executive Office of the President, including the Council on Environmental Quality, Office and Management and Budget, and Office of Science and Technology Policy, should use information on the potential economic effects of climate change to help identify significant climate risks facing the federal government and craft appropriate federal responses. Such responses could include establishing a strategy to identify, prioritize, and guide federal investments to enhance resilience against future disasters. (Recommendation 1)

Federal Rulemaking: Agencies Could Take Additional Steps to Respond to Public Comments

Recommendation: To better balance the benefits of expedited rulemaking procedures with the benefits of public comments that are typically part of regular notice-and-comment rulemakings, and improve the quality and transparency of rulemaking records, the Director of OMB, in consultation with the Chairman of Administrative Conference of the United States (ACUS), should issue guidance to encourage agencies to respond to comments on final major rules, for which the agency has discretion, that are issued without a prior notice of proposed rulemaking.

Comments: In a status update from OMB received on March 6, 2020, OMB stated that it agrees that agencies should respond to comments on final major rules, for which the agency has discretion, that are issued without a prior notice of proposed rulemaking. OMB says it will continue to prioritize this issue during review of regulations under EO 12866, and that it is currently considering whether additional guidance is appropriate and will consult with the staff of the Administrative Conference of the United States on this issue.
