While we acknowledge that DOL is not required to publish its methodology in public notices, we believe that including such information can provide greater transparency in assisting the public and the Congress in understanding the agency's decision-making used to select centers for closure. DOL included detailed information on the methodology used to identify centers for proposed closure in its 2014 and 2016 public notices. As such, we believe ETA should take action to implement this recommendation in the event that the agency proposes Job Corps centers for closure in the future.

Comments: In a July 2018 letter, OMB reiterated its disagreement with this recommendation, as described in the Agency Comments and Our Evaluation section of the report. OMB also stated that it does not anticipate providing funding information for federal programs with fiscal exposure to climate change concurrent with future climate change reports to Congress. We continue to believe that OMB would have better assurance that it was providing policymakers with the information necessary to make climate change spending trade-offs, if in addition to the funding information for science, technology and international assistance it has previously reported to Congress, OMB also reported funding information for programs whose costs were likely to increase due to climate change impacts. In July 2019, the Disclosing Aid Spent to Ensure Relief Act or the DISASTER Act passed the House and was referred to the Senate. If enacted, this legislation would require OMB to annually report to Congress on all disaster-related assistance provided by the federal government, which includes all federal obligations related to disaster response, recovery, mitigation efforts, and administrative costs associated with these activities for specified agencies and programs. As of October 2020, the legislation has not progressed in the Senate. We will provide updated information regarding this recommendation when it becomes available.

Recommendation: The Director of OMB should provide, concurrent with any future climate change funding reports to Congress, a detailed analysis of federal climate change programs it considers to be fragmented, overlapping, or duplicative. (Recommendation 2)

Comments: In a July 2018 letter, OMB reiterated its disagreement with this recommendation, as described in the Agency Comments and Our Evaluation section of the report. OMB also stated that it does not anticipate providing a separate, detailed analysis of federal climate change programs that it considers to be fragmented, overlapping, or duplicative. We continue to believe that because OMB collects and reports information on federal climate change funding, OMB is uniquely situated to conduct an assessment of potentially fragmented, overlapping, or duplicative programs across the full range of agencies engaged in climate change activities and that by providing this information to Congress in conjunction with future funding reports, OMB could help decision makers more effectively target limited resources. As of October 2020, OMB has not provided a climate change funding report to Congress since the issuance of our April 2018 report.

Recommendation: The Secretary of Homeland Security should work with Congress to include O&S data in monthly execution reports at a major acquisition program level within current program/project activity accounts. (Recommendation 2)

Recommendation: The Director of ICE should take steps to assess ICE's adult bed rate methodology to determine the most appropriate way to project the adult bed rate, including any inflation rates used.

Comments: As of June 2020, ICE is taking steps to assess the adult bed rate methodology. ICE provided a verification and validation assessment on the adult bed rate conducted to meet the GPRA Modernization Act of 2010 requirements. From the documentation provided, it is unclear that the assessment examines the methodology of the adult bed rate. According to ICE officials, the agency is working towards conducting an analysis on the methodology of the adult bed rate calculations. We will continue to monitor and evaluate ICE's actions to close the recommendation.

Recommendation: The Director of ICE should take steps to update ICE's adult bed rate methodology by incorporating necessary changes based on its assessment, and ensure the use of appropriate inflation rates and the removal of family beds from all calculations.

Comments: As part of addressing this recommendation, ICE developed a bed rate calculator that the agency stated ensures the use of proper inflation rates and the removal of family beds. As of June 2020, we are awaiting documentation from ICE that demonstrates the use of appropriate inflation rates. We will continue to monitor and evaluate ICE's actions to close this recommendation.

Recommendation: The Director of ICE should take steps to determine the most appropriate way to project the ADP for use in the congressional budget justification and document the methodology and rationale behind its ADP projection. As part of that determination, ICE should consider the extent to which a statistical model could be used to accurately forecast ADP.

As of June 2020, we are following up with ICE regarding the extent to which the model was used to determine the total number of detention beds.

Recommendation: The Director of ICE should take steps to ensure that ICE's budget estimating process more fully addresses cost estimating best practices.

Comments: As of June 2020, ICE is taking steps to address this recommendation, and has provided documentation. For example, ICE has developed a sliding bed rate scale from conducting a sensitivity analysis and has detailed some of its calculations and assumptions for the adult bed rate. We will continue to work with ICE to obtain additional documentation needed to evaluate the agency's efforts to improve its detention cost estimating practices.

Recommendation: In order to improve the accuracy of the information included in the O&M budget justification material submitted to Congress and provide complete information to review the military services' fuel consumption spending requests, the Secretary of Defense should direct the Under Secretary of Defense (Comptroller), in consultation with the military services and DLA, to report complete fuel consumption information to Congress, to include actual and estimated fuel volume and actual O&M base obligations for fuel consumption spending separate from O&M Overseas Contingency Operations obligations. This information could be provided as part of DOD's annual O&M budget justification materials, or through other reporting mechanisms.

DOD stated that it agreed that including additional fuel consumption detail could be useful information, but that it would be difficult and labor intensive to implement a system to separate base from OCO data for several reasons, including its use of legacy financial management systems that cannot easily distinguish between base and OCO execution data.
