GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.
Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.

Comments: DOD agreed with this recommendation, stating that the updated Columbia Class Program cost estimate would incorporate estimated savings from use of the authorities associated with the fund and savings associated with the Columbia lead submarine cost estimate. In August 2020, Navy officials indicated that NAVSEA updated the Columbia lead submarine cost estimate to include updates to the estimate of savings from the use of the authorities associated with the Fund.

Comments: DOD concurred with this recommendation, stating that the lead submarine cost estimate and cost risk analysis will be updated to support the lead ship authorization Decision Acquisition Board in 2020. In August 2020, Navy officials indicated that NAVSEA updated the Columbia lead submarine cost estimate. However, this estimate was completed after funding was requested for lead submarine construction. While the Office of Cost Assessment and Program Evaluation plans to conduct an assessment of this estimate in the summer of 2020, the assessment will also be too late to inform the Navy's funding request.

In its response, the department stated that it was working with the military departments to determine appropriate measures of future sustainment and would revise its guidance to require the military departments to incorporate measures of future sustainment into their assessments of privatized housing projects. In May 2019, an official from the Office of the Assistant Secretary of Defense for Sustainment stated that DOD anticipates being able to issue this guidance sometime in calendar year 2019.

Comments: DOD concurred with this recommendation in its response to our report and stated that it was working to further streamline the reporting format and data collection process to ensure more timely reporting to Congress. Subsequently, in September 2018 DOD issued its report to Congress on the financial condition of privatized housing covering fiscal years 2015 and 2016, and in May 2019 DOD issued the report covering fiscal year 2017. An official from the Office of the Assistant Secretary of Defense for Sustainment noted in May 2019 that the next report will cover updated reporting requirements from the National Defense Authorization Act for Fiscal Year 2019. The official said that DOD was in the process of reviewing its schedule to determine when it will be able to submit the report covering fiscal year 2018, with the expectation that the submission will be made in December 2019 or no later than March 2020. The official added that collection, reconciliation, and coordination of the information in the report remains the biggest challenge to timely submittal, as well as other privatized housing-related work requirements. Because it is unclear whether future reports reflecting the updated reporting requirements will be submitted in a timely manner, we will continue to monitor DOD's response to this recommendation.

Comments: DOD concurred with this recommendation in its response to our report and stated that it would ensure that financial information on future sustainment of each privatized housing project would be included in the report to Congress on privatized housing covering fiscal year 2017. However, the report covering fiscal year 2017 was issued in May 2019 and did not include financial information on the future sustainment of each privatized housing project. We will continue to monitor any actions DOD takes to implement this recommendation.

In its response, the department stated that it would issue guidance to the military departments to annually report on their assessment of the specific risk of changes in the basic allowance for housing to individual privatized housing projects and identify any courses of action to respond to the risks based on their significance. In May 2019, an official from the Office of the Assistant Secretary of Defense for Sustainment stated that DOD anticipates being able to issue this guidance sometime in calendar year 2019.

In its response, the department stated that DOD has coordinated draft guidance with the military departments which it expected to issue in fiscal year 2018. However, in May 2019, an official from the Office of the Assistant Secretary of Defense for Sustainment stated that the guidance has been delayed due to other pressing requirements and DOD now anticipates being able to issue this guidance sometime in calendar year 2019.

Comments: The Export Enhancement Act [15 U.S.C. Section 4727(c)] states that the Trade Promotion Coordinating Committee's (TPCC) strategies should establish a set of priorities for federal export promotion activities and propose a unified federal trade promotion budget that supports the plan. In written comments on GAO's report, the Director of the TPCC Secretariat generally concurred with the recommendation on behalf of the Secretary. Nevertheless, the Director noted the TPCC's limited authority over budget reporting and resource allocations and gave examples of some challenges they faced, including shifts in the political and budgetary landscape and how different Administrations and Congresses have emphasized different priorities over time. In the years following GAO's 2013 report, the TPCC has not issued any National Export Strategies (NES), except in 2016; however this 2016 NES did not include any budget information on how resources were allocated by agency and aligned with the strategy's priorities. In August 2020 Commerce officials told GAO they had collected budget information from TPCC agencies related to trade promotion activities (FY19 actual and FY20 requested). They noted that the budget categories and agencies from which it was collected reflected changes in Administration priorities and new Congressional mandates. However, they said this information has not been transmitted to Congress.

Comments: As of January 2020, the Department of Health and Human Services (HHS) has taken steps to address GAO's 2013 recommendation, but more actions are needed for GAO to consider this recommendation implemented. Beginning in May 2016, the Centers for Medicare & Medicaid Services (CMS) began implementing a new budget neutrality policy. The new policy was outlined in a Letter to State Medicaid Directors in 2018, and it addressed certain problems GAO identified regarding states' allowed methods for determining budget neutrality of their demonstrations. CMS has begun phasing in the methods established under this new policy for all states, including the two states (Arizona and Texas) for which GAO recommended adjustments. One portion of the policy--under which spending limits will be updated to reflect more recent spending data--will be implemented beginning in 2021 and will address concerns GAO identified in Arizona's spending limit once its demonstration is renewed. In January 2019, CMS officials told GAO that the agency continues to allow states to include hypothetical costs when determining demonstration spending limits, an action GAO identified as a concern in Texas' demonstration. While CMS officials provided documentation on changes the agency made in the spending limit approved for Texas' new demonstration period beginning in January 2018, GAO reviewed these changes and found that further adjustments are needed to remove additional hypothetical costs from the Texas' spending limit.

As of September 2020, State had provided some evidence that State was going to conduct an organizational evaluation of the Nonproliferation and Disarmament Fund as called for under the Department's evaluation policy. GAO is now in the process of reviewing the evidence that State has provided.
