Recommendations Database

GAO’s recommendations database contains report recommendations that still need to be addressed. GAO’s priority recommendations are those that we believe warrant priority attention. We sent letters to the heads of key departments and agencies, urging them to continue focusing on these issues. Below you can search only priority recommendations, or search all recommendations.

Our recommendations help congressional and agency leaders prepare for appropriations and oversight activities, as well as help improve government operations. Moreover, when implemented, some of our priority recommendations can save large amounts of money, help Congress make decisions on major issues, and substantially improve or transform major government programs or agencies, among other benefits.

As of October 25, 2020, there are 4812 open recommendations, of which 473 are priority recommendations. Recommendations remain open until they are designated as Closed-implemented or Closed-not implemented.

Recommendation: The Runway Safety Manager should develop a process to identify and remove duplicate excursion records. (Recommendation 1)

Comments: As of December 2019, FAA concurred with this recommendation. FAA noted that it will include actions to identify and remove duplicate excursion records in its Runway Safety Evolution Plan, which is scheduled to be completed by September 30, 2020. We will review the Runway Safety Evolution Plan when it is available.
Recommendation: The Runway Safety Manager should take steps to analyze data on ramp area incidents in FAA's new surface safety metric. (Recommendation 2)

Comments: As of December 2019, FAA concurred with this recommendation. FAA noted that it will identify actions to implement this recommendation in its Runway Safety Evolution Plan, which is scheduled to be completed by September 30, 2020. We will review the Runway Safety Evolution Plan when it is available.
Recommendation: The Runway Safety Manager should establish a plan to assess the effectiveness of all of FAA's terminal area-safety efforts, including Airport Surface Detection Equipment, Model X (ASDE-X) and the Runway Safety Program. (Recommendation 3)

Comments: As of December 2019, FAA has concurred with the recommendation, but needs to take additional steps to address the recommendation. FAA noted that it would identify actions to assess the effectiveness of all of its terminal-area safety efforts in a Runway Safety Evolution Plan, which the agency expects to complete by September 30, 2020. We will review the Runway Safety Evolution Plan when it is available.
Recommendation: The Administrator of FAA should require Flight Standards to share the results of its investigations with the Runway Safety Group, in a timely manner. (Recommendation 4)

FAA noted that it will include an initiative in its 2020 Aviation Safety Business Plan Goal to make information from Flight Standards more accessible to the Runway Safety Group. FAA said the 2020 Aviation Safety Business Plan Goal is scheduled to be completed by September 3, 2020. We will review the Aviation Safety Business Plan Goal when it is available.
Recommendation: The Administrator of FAA should require air traffic control managers to share information on terminal area incidents, such as operational incidents and pilot deviations, with airport operators, in a timely manner. (Recommendation 5)

Recommendation: The Secretaries of Defense and of Transportation should address ADS-B Out security concerns by approving one or more solutions that address ADS-B Out -related security risks or incorporating mitigations for security risks into the existing draft memorandum of agreement. These approved solutions should address operations, physical, cyber-attack, and electronic warfare security risks; and risks associated with divesting secondary-surveillance radars. The solution or mitigations should be approved as soon as possible in order to allow sufficient time for implementation.

Comments: DOD partially concurred with this recommendation. As of August 2018, DOD and the FAA signed a memorandum of agreement that that establishes a framework for DOD and FAA to jointly address the provision to allow certain aircraft not to broadcast and airspace monitoring and defense security issues related to ADS-B, and identifies a path to fully address the recommendations in our report. The memorandum of agreement was a first step to address the security issues we highlighted in the report; however, FAA still needs to publish a National Procedural Guidance for accommodation of DOD needs for mixed-equipment operations and operational security concerns (expected December 2018).

Recommendation: The Secretary of Defense should direct DOD components to implement key tasks that would facilitate consistent, long-term planning and implementation of NextGen--such as those tasks that the Deputy Secretary of Defense originally directed in 2007, or any tasks that the Secretary deems appropriate based on a current assessment of the original tasks.
