    Recommendation: Any federal agency designated to investigate future USERRA claims against federal executive agencies should undertake efforts to increase the response rate of the customer satisfaction survey if it continues to be administered, so more tenable conclusions can be drawn from its data. Such efforts may include follow-up phone calls to nonrespondents, additional email notifications requesting participation in the survey, or making the survey easier to complete and submit.

    Comments: In 2017, Department of Labor Veterans Employment and Training Service (DOL/VETS) reported on the results of the first year of the USERRA Customer Satisfaction Survey. Office of Personnel Management (OPM), the agency responsible for administering the survey, reported that the survey response rate of 26 percent of claimants was average for this type of survey. Overall satisfaction among claimants was 62 percent and among employers was 81 percent. DOL/VETS plans to work with OPM to make adjustments to survey questions in order to obtain more useful comments. We will continue to monitor DOL/VETS actions in response to this recommendation.
