In response to a congressional request, GAO evaluated the Navy's Stock Point ADP Replacement (SPAR) project to determine whether the Navy complied with Department of Defense (DOD) directives to improve and modernize its computerized information systems.

The Office of the Secretary of Defense, through its Major Automated Information Review Council, held an oversight review in May 1989. While the MAISRC met the intent of the recommendation, it did not establish a formal milestone. Thus, this recommendation is outdated and should be closed.

| Department of Defense | To ensure that the modernized segment of SPAR has appropriate management controls, the Secretary of Defense should direct the Secretary of the Navy to defer the acquisition of new ADP equipment for three SPAR conversion sites (excluding the test bed and first site) until the modernized system design is complete and the Navy can ensure that the equipment can be effectively used for the modernized system. |

The House Appropriations Committee deleted equipment for one site, the Navy deferred another, and was able to justify the third as an additional prototype site.
