GAO reviewed the Department of Labor's (DOL) award of Comprehensive Employment and Training Act funds to the National Farm Workers Service Center, Inc., in California. The center is a private, nonprofit organization founded by the United Farm Workers of America to operate and/or support various social, educational, and legal services programs for farmworkers. Several questions were raised dealing with the process by which DOL awarded funds to the center, selected program characteristics, and planned for the management of the center's programs.
