In response to a congressional request, GAO studied the economic advisability of the General Services Administration's (GSA) proposal to renovate and retain the Chet Holifield Federal Building in Laguna Niguel, California.

GSA undertook a master plan to review space needs in Orange County, California. GSA concluded that, due to unanticipated federal growth in the use, the Holifield Building and its parking lot should be retained for future development.
