A firm protested its exclusion from a Department of the Army solicitation for maintenance and repair of fire alarm and detection systems, contending that its suspension, and resulting exclusion, was improper. GAO held that there is no evidence that the Army acted arbitrarily to avoid making an award to an offeror otherwise entitled to award and that the minimum standards of due process have been met. Accordingly, the protest was denied.
