A Navy employee claimed that he should have been credited with his years of service as a District of Columbia police officer for annual leave accrual purposes upon his employment with the Navy. GAO held that the: (1) employee was not entitled to the credit, since the employee could not withdraw his retirement contributions under the District's system and redeposit them into the federal retirement system; and (2) employee's annual leave balance should be adjusted downward. Accordingly, the claims was denied.
