A firm protested several Small Business Administration (SBA) procurements for management and technical assistance services. GAO held that: (1) it did not have jurisdiction to review the procurement, since SBA awarded cooperative agreements instead of service contracts; and (2) there was no basis to sustain the protest, since the protester did not allege that SBA should have used procurement contracts. Accordingly, the protest was dismissed.
