A firm requested reconsideration of its denied protest of an Army Corps of Engineers contract award for construction. GAO had held that the Corps: (1) reasonably evaluated the bids; and (2) held meaningful discussions. In its request for reconsideration, the protester contended that the Corps held unequal discussions with the bidders regarding an evaluation factor. GAO held that: (1) the Corps conducted equal discussions with the bidders; and (2) there was no evidence that the protester was prejudiced by the Corps' failure to raise an issue of concern during discussions. Accordingly, the original decision was affirmed.
