A firm protested the General Services Administration's (GSA) rejection of its bid as nonresponsive for failure to acknowledge a solicitation amendment, contending that GSA should waive the failure as a minor informality. GAO held that: (1) the protester's failure to acknowledge the solicitation amendment was immaterial, since the amendment had no effect on the price, quantity, or delivery of the bid item; and (2) GSA properly rejected the protester's bid because it failed to complete a required certification. Accordingly, the protest was denied.
