A firm protested the Navy's exclusion of it from negotiations for the lease of an office building, contending that the Navy failed to: (1) issue a written solicitation containing evaluation criteria; and (2) request written proposals. GAO held that the protester untimely filed its protest of the alleged solicitation improprieties more than 10 days after it became aware of the basis for protest. Accordingly, the protest was dismissed.
