The Army requested an advance decision as to whether an employee should be paid interest on an allotment check that was reissued several months after the original check was supposed to have been deposited in his bank account. GAO held that: (1) the payment of interest on unpaid accounts or claims may not be made except when interest is provided for under express statutory authorization; (2) although the employee arranged for an allotment to be deducted from his pay and sent to his bank for deposit, there was no contractual agreement or statutory authority which provided for the payment of interest if the issuance of the allotment check were delayed; and (3) even if the delay in reissuing the check were unreasonable, there was no authority to determine the employee's entitlement to interest. Accordingly, the claim was denied.
