A firm protested the rejection of its quotation as late under a Forest Service solicitation, alleging that its quotation was mailed in a timely manner and that it was mishandled by the Forest Service. The protester further argued that, even if its offer was late, it should have been considered under the less formal small purchase procedures. GAO held that: (1) the contracting officer properly rejected the quotation; (2) the protester did not affirmatively prove its allegations as required by bid protest procedures; and (3) an otherwise proper award made under small purchase procedures need not be disturbed even where an offerer's timely received quotation was misplaced. Accordingly, the protest was denied.
