An authorized certifying officer of the Defense Logistics Agency (DLA) requested an advance decision as to whether the constructive cost of a rental car may be included in the computation of the total constructive cost of common carrier transportation when an employee uses a privately owned vehicle as a matter of personal convenience while on temporary duty in an area in which local common carrier transportation is unavailable. GAO held that travel costs to and from the duty area cannot be considered with local travel costs in the area and denied the employee's claim for consolidating these costs; and it held that the employee could be reimbursed rental car costs to and from common carrier terminals and within the duty area for the cost of using his own vehicle, but not the cost of getting his own vehicle to and from the duty area. In accordance with these determinations, the voucher may be submitted for payment.
