Procurement by Government of Egypt Using Funds Borrowed From Agency for International Development

A company protested actions at bid opening, alleging that one of the bidders should be declared nonresponsive for its failure to sign the bid/award/purchase agreement form as required by the solicitation. As the protested procurement involved neither an agency of the Federal government, nor a Federal grantee; it was not for consideration on the merits.
