A small business protested both the cancellation of a small business set-aside request for proposal (RFP) and the contractor's decision to resolicit on an unrestricted basis. Where the lower of the two offers received was not from a small business and the protester's offer substantially exceeded the procurement estimate, the low unacceptable offer, and the previous year's price, cancellation of the RFP and subsequent unrestricted solicitaiton was proper.
