A company protested rejection of its proposal as unacceptable, charging that the allowed response time to the solicitation was too short, it was fully qualified for the solicitation, and it was entitled to a Certificate of Competency (COC) determination before it could be removed from competition. The allegation concerning response time was filed after the closing date for receipt of proposals and was untimely. The company was provided ample opportunity to clarify certain portions of its proposal, and exclusion from competition after its amended proposal was found unacceptable was proper. Receipt of the solicitation did not make the company a qualified offeror, and the agency was not required to refer the matter to COC procedures since the question of the bidder's responsibility was not involved.
