A company protested the agency's affirmative determination of responsibility, contending that the awardee to a contract did not satisfy a solicitation requirement for experience. There was no objection to the determination of responsibility since the bidder submitted evidence that it fulfilled the experience requirement. The quality of experience was a matter of judgment reserved to the contracting officer and not for review in the absence of fraud.
