Claim for Increased Disability Payments

A retired Navy officer appealed a settlement disallowing his claim for increased disability payments based on rates in effect after receipt of retirement order. Delay in delivery of retirement orders did not change designated date where notice was given, and did not add to retirement rights in absence of active duty orders.
