A company protested the Army's decision to convert its facilities maintenance and engineering program in Korea from a partially contractor-operated to a direct in-house Government operation, contending that the decision to discontinue contracting was illegal and contrary to regulations. Any decisions to convert to in-house operations abroad are not governed by or subject to provisions of Army Regulation 235-5. Failure of the agency to comply with OMB Circular A-76, which provides policy guidance with respect to in-house and contracting-out services, is not for consideration by GAO.
