An advance decision was requested regarding a claim for reimbursement of certain expenses incurred in connection with a real estate transaction at an employee's old official station incident to his transfer. The employee had occupied a residence under a "Use and Occupancy Agreement" which was a supplement to an agreement to purchase. The agreements were terminated due to the employee's transfer. The employee may not be reimbursed for the cost of improvements he made to the property nor for a charge for cleaning and repairing costs. He may be reimbursed for credit costs and a cancellation fee, however, since these may be treated as lease terminations costs.
