GAO discussed the Department of Energy's (DOE) property management problems. GAO noted that: (1) DOE is missing property with total worth in excess of $74 million; (2) missing property includes computer, shop, office, electronic, photographic, and heavy equipment; (3) DOE contractors' property management systems have numerous and persistent weaknesses, which include the lack of operating procedures, inadequate employee training, incomplete property records, inadequate storage of property, untimely physical inventories, the lack of physical security, improper utilization and disposal of equipment, and inaccurate and incomplete property-tracking databases; (4) DOE oversight of its contractors' property management activities is insufficient; (5) DOE fails to review and approve contractors' property management systems and to ensure that problems are corrected; and (6) DOE is improving its property management activities, but it will take continual DOE management attention before all the problems are addressed.
