GAO discussed the Coast Guard's fiscal year (FY) 1995 budget, focusing on changes in its budgeting for operating expenses (OE). GAO noted that: (1) congressional committees have expressed concern about the Coast Guard's failure to adequately justify its OE budget requests; (2) the Coast Guard provides detailed justification for only a very small amount of its requested funding, and no justification for most of its requested funding; (3) the Coast Guard is improving its budget format and justification by presenting information on its specific functions, assets, and operating costs, rather than estimating future spending by broad mission categories; (4) the Coast Guard needs to improve the integrity of its accounting system data; (5) the Coast Guard is moving toward improving management of its research, development, test and evaluation (RDT&E) projects and its acquisition process; and (6) it is critical that the Coast Guard ensure continued progress in the areas of RDT&E and acquisition.
