GAO discussed the need to reduce the federal budget deficit. GAO noted that: (1) the government must continue to focus on reducing and eliminating the deficit, so future generations will not face a declining standard of living; (2) budget cuts should be targeted to programs and operations that have proven to be ineffective in achieving their goals; (3) the growing areas of the federal budget, such as health care, social security, and defense, should be confronted in addressing the deficit to ensure sustainable fiscal progress; and (4) developing and using fundamental management tools and systems and improving program design and evaluation could make the government gain the confidence of taxpayers and improve its overall effectiveness.
