GAO discussed actions needed to strengthen management in the federal government. GAO noted that the government needs to: (1) develop more precise program and business goals and better performance measures; (2) improve its operational effectiveness by taking better advantage of reengineering opportunities and investments in modern information technology; (3) strengthen its financial management systems to improve management accountability and control its costs; and (4) build a capable federal workforce to more effectively and efficiently implement and manage programs. GAO also noted that: (1) recent legislation has been enacted to emphasize these practices, but congressional oversight is essential to ensure that these actions are taken; and (2) the lack of continued leadership in the executive branch has made it difficult for agencies to ensure that their programs are well-managed, funds are properly spent, and initiatives are achieving intended results.
