Constraints Perceived by Federal Laboratory and Agency Officials

Pursuant to a congressional request, GAO provided information regarding constraints on technology transfer from federal laboratories to U.S. businesses.
GAO found that federal laboratory officials perceived major constraints to such technology transfer, including: (1) lack of business incentives to develop and market publicly disseminated federal computer software; (2) competitors' access to collaborative research conducted by businesses and federal laboratories; (3) requirements that several laboratories must obtain waivers of their title rights to inventions; and (4) federal laboratories' use of burdensome and time-consuming procedures to ensure fair competition for business opportunities.
