GAO presented material for consideration in preparation of the House Foreign Affairs Committee's views and estimates report on the President's fiscal year (FY) 1984 budget proposals.
GAO noted that, in the administration's efforts to restrain Federal spending and emphasize program reforms, the budget proposal for appropriation accounts and budget functions under the committee's jurisdiction reflects a decrease of $32 million in outlays and an increase of $1.1 billion in budget authority. Offsetting receipts in the international affairs budget function will increase by $1 billion, the majority of which will be earmarked for foreign economic and military assistance. Much of the remainder will be spent on the conduct of foreign affairs or will be funneled to several international organizations. Outlays for domestic social programs and refugee assistance will decrease by $110 million. GAO noted those programs which will require reauthorization for FY 1983 or later.
