GAO presented material for consideration in preparation of the House Interior and Insular Affairs Committee's views and estimates report on the President's fiscal year (FY) 1984 budget proposals.
GAO found that the FY 1984 budget proposes further spending restraints and emphasizes program reforms deemed to be priorities by the administration. Total FY 1984 budget authority will increase by $53.7 billion, or about 62.3 percent of net receipts. Total outlays will increase by $43.3 billion or about 5.4 percent of receipts. The budget for appropriation accounts and budget functions under the committee's jurisdiction reflects a decrease of $3.1 billion in budget authority and $3.9 billion in outlays for FY 1984.
