The President's sixth special message for fiscal year 1980 proposed a rescission of appropriated funds earmarked for the construction of the Department of Energy's Waste Isolation Pilot Plant in southeastern New Mexico. However, funds proposed for rescission must be made available for obligation if the rescission bill is not passed by Congress prior to the expiration of the 45-day congressional consideration period. Based on the current legislation calendar, this period will end on April 29, 1980.
