The President's 22nd special message for Fiscal Year 1976 and the Transition Quarter that was transmitted to the Congress pursuant to the Impoundment Control Act of 1974 contains the following two supplementary reports: (1) D76-86B, "Department of Defense: Military Construction," and (2) D76-9B, "Department of Health, Education, and Welfare, Office of Education: Higher Education."
D76-86B increases the net amount that was deferred through the Transition Quarter by $3.9 million, and D76-9B increases the amount deferred through Sept. 30, 1976, by $36,930,741. The supplementary information in the two revised deferred proposals is accurate and does not require revision of GAO comments on these impoundments.
