Pursuant to a congressional request, GAO reviewed U.S. government funded programs aimed at democratic development for fiscal years 1991 through 1993 for the Agency for International Development, the Department of Defense, the Department of State, the National Endowment for Democracy, and the U.S. Information Agency. GAO also identified legislation authorizing U.S. assistance for democratic development.
GAO found that: (1) government assistance for democratic development increased from $682 million in 1991 to $900 million in 1993; (2) assistance increased to each geographic region except for Africa; and (3) the largest increase in assistance was for Europe due to the changing conditions in eastern Europe and the new independent states of the former Soviet Union.
